The meaning of UPP: O Globo's coverage and Public Security Policies

Abstract

This paper compares the reports published in the last ten days of September 2015 in the newspaper O Globo about the thefts on the beaches of the city of Rio de Janeiro and the death of Eduardo Felipe Santos by police forces at Morro da Providência. To allow a historical-conceptual understanding of the reports, we will articulate this qualitative analysis with the research about the coverage of the same newspaper between 2008 and 2012 on the Pacifying Police Units (UPPs). Our objective is to understand how O Globo selects events and produces meaning about Public Security in this city, a meaning which differentiates thefts in the South Zone beaches and the death of a young resident of a slum. Thus, our proposal is to investigate the reports in the main newspaper of the city contribute to the discursive legitimacy of a public policy. Keywords: Media, Public Security, Slums
