This article aims to develop a discussion about the place of the northeastern migrant in the city of Rio de Janeiro. The work focuses on the recognition that citizenship is an obligation, a necessity and a right for all the inhabitants of the city. For this, clues are drawn to the exclusion to which the Northeast is subject, based on media production or politics. The article intends, with the bibliographic review, to develop a research centered on the presence of the Northeast in Rio de Janeiro, incorporating new propositions linked to the sensitive. Re-examining the idea of citizenship in order to regain its political and affective meaning is essential.
