Civil society and media regulation: a case study on equity of democratic media

Abstract

The purpose of this paper is to present the way in which a portion of the Brazilian civil society has brought to the field of public sphere the debate about the regulation of constitutional articles dealing with the media. We selected a case study the recent social mobilization around the popular initiative bill of democratic media. At first we will discuss the constitutional articles related to the topic of the media and the way in which they gave their regulation or non-regulation over the past 27 years. By analyzing these processes will be tested the hypothesis that guides this article, namely, that a popular initiative bill could prove a successful strategy for civil society in making certain topic, in this case - the media, agenda of the national democratic agenda.
